Col. Andre Ciseau confirmed as Secretary General of PMAESA


Col. Andre Cise au has been officially confirmed  as the new Secretary General of the Port Management Association of Eastern and Southern Africa (PMAESA). As a former board member as well as Acting Secretary General of the 

 Association for the past six months, Col. Ciseau was confirmed in the post in January 2019 following a transparent and rigorous selection process.

 Following the resignation of the former Secretary General, recruiting firm Deloitte Consulting  Limited did a comprehensive search for candidates for a replacement through a thorough  advertising campaign.   Amongst eleven applicants, three were shortlisted for further processing  including Col. Ciseau.

 In November 2018, the shortlisted candidates were interviewed by a panel consisting of six PMAESA Board members in the presence of a representative of Deloitte Consulting and the final selection made in   December. Col. Ciseau was informed of his confirmation in post in January 2019. His mandate will run from 1st January 2019 for a period of 4 years.

PMAESA is a regional body made up of port operators and service providers, government line ministries and other stakeholders from Eastern and Southern Africa as well as the Indian Ocean. The Association was established in 1973 under the auspices of the United Nations Economic Commission for Africa (UNECA). PMAESA has its headquarters in Mombasa, Kenya.

Col. Ciseau has wide experience in the maritime field. As a long- time member of the Seychelles People’s Defence Forces, he is credited with the setting up of the Seychelles Coast Guard. From 2004, he was seconded to the Seychelles Ports Authority (SPA) as its Chief Executive Officer. In June 2018, he was appointed as the Acting Secretary General of PMAESA following the resignation of the former Secretary General, South African Nozipho Mdawe. Col. Ciseau says that at PMAESA he would also be dedicating some of his time to the further development of port infrastructure, blue economy, green port initiatives and cruise in Africa. 

The Seychelles Ports Authority (SPA) Board of Directors, Management and staff would like to extend a heartfelt appreciation to the outgoing Chief Executive Officer, Colonel Andre Ciseau, for fourteen years of service during which he exhibited dedication, leadership, vision and excellence. Over the years, strand to strand and strength to strength, Colonel Ciseau has been pivotal in SPA’s success to-date with a workforce only Seychellois.

SPA wishes Colonel Ciseau continued success in his new endeavour as the Secretary General of the Port Management Association of Eastern and Southern Africa (PMAESA) and remains cognisant that SPA will grow further having a Seychellois voice on such an important international platform.
